Requires school district governing boards to adopt and administer personnel policies that provide noncertificated (non-teaching) personnel with substantially equivalent due process procedures as those prescribed for certificated teachers.

Makes technical corrections to existing provisions regarding certificated employee contracts, including clarifying electronic contract transmission to both school district and personal email addresses.

Clarifies that part-time certificated teachers employed for at least 40 percent time for more than three consecutive school years retain entitlement to due process procedures under sections 15-538.01, 15-539, 15-540, 15-541, 15-542, 15-543, 15-544, and 15-547.

Updates language regarding payment of wages for discharged employees, specifying payment must occur within ten calendar days after date of discharge.

Maintains existing prohibitions on employment retention policies based on tenure or seniority and existing requirements for personal liability insurance policies for teachers.
