Establishes a health care directives registry fund by allocating $2,500,000 annually beginning in fiscal year 2024-2025 from insurance premium taxes paid under section 20-224.

Creates section 36-3297 establishing the health care directives registry fund, with the Department of Insurance and Financial Institutions director administering the fund and spending limited to registry administration and operation.

Designates fund monies as continuously appropriated and exempt from lapsing appropriation requirements under section 35-190.

Makes conforming amendments to sections 20-224, 20-224.02, 20-225, and 20-227 to reference the new fund distribution and update penalty provisions and tax disposition procedures.
