Removes mandatory reporting requirement for school personnel who observe drug violations in drug-free school zones (deletes former subsection F of section 13-3411 making it unlawful to fail to report).

Eliminates criminal penalty (class 3 misdemeanor) for school personnel who fail to report drug violations.

Updates section 13-3411 fine language from "not less than two thousand dollars" to "at least $2,000" for convictions of drug violations in drug-free school zones.

Updates school report card requirements in section 15-746 to reference the revised section 13-3411 regarding law enforcement incident reporting at schools.

Makes technical corrections to language ("on" instead of "upon", removes obsolete fiscal year reference from section 15-746).
