Establishes the paid family and medical leave study committee comprising 23 members appointed by legislative leaders and the governor, representing government, business, labor, educators, and public health expertise.

Committee cochairpersons must be from different chambers and different political parties, with the committee required to meet a minimum of three times.

Committee duties include reviewing joint legislative budget committee evaluations, consulting with school administrators about leave costs and benefits, analyzing paid leave programs in other states, and hearing testimony from affected entities and the public.

Requires submission of a preliminary report by December 31, 2024 and a final report by March 1, 2025, including implementation recommendations, pilot program structures, and proposed legislation with suggested appropriation amounts.

Committee is repealed on June 30, 2025.
