Allows health insurers to establish programs providing savings incentives for enrollees who receive covered health care services at prices below the insurer's usual reimbursement rates.

Enables eligible enrollees to have amounts paid toward discounted services applied to their deductible and out-of-pocket maximum and receive reimbursement for a portion of the difference between what they paid and the insurer's usual reimbursement.

Defines "health care facility" as a hospital, outpatient surgical center, health care laboratory, diagnostic imaging center, or urgent care center.

Defines "usual reimbursement" as the amount the health insurer would ordinarily pay an in-network health care provider or facility for the service.
