Creates new offense of "aggravated unlawful flight from a pursuing law enforcement vehicle" for drivers who willfully operate a motor vehicle in a manner that recklessly endangers another person's life while attempting to flee or elude law enforcement.

Establishes aggravated unlawful flight as a class 4 felony with enhanced penalties for certain circumstances.

Elevates the offense to a class 2 felony if the offense results in serious physical injury to another person, the driver was transporting a minor under 15 years of age, or the driver was violating DUI/extreme DUI statutes.

Requires persons convicted under the class 2 felony provision related to DUI/extreme DUI violations to serve a minimum of four months in prison with no eligibility for probation, pardon, commutation, suspension of sentence, or other release during that period.
