Expands tuition scholarship eligibility for spouses of honorably discharged veterans to include degree-granting private postsecondary educational institutions approved by the Arizona Department of Veterans' Services, in addition to Arizona Board of Regents universities and community colleges.

Caps scholarship awards for private postsecondary institution students at up to the average in-state tuition and fees charged by Arizona Board of Regents universities, reduced by other federal aid and scholarships received.

Maintains existing eligibility requirements including in-state residency, honorable discharge verification, satisfactory academic progress, and completion of federal student aid applications.

Limits scholarships to not more than four academic years or eight semesters and restricts use to tuition and mandatory fees only for certificates, associate degrees, or baccalaureate degrees.

Awards scholarships on a first-come, first-served basis subject to available appropriated monies in the fund administered by the Arizona Board of Regents.
