Amends Arizona Revised Statutes section 13-703 to add sentencing provisions for persons convicted of a third or subsequent violation of organized retail theft (section 13-1819, subsection A, paragraph 1).

Persons convicted of a third or subsequent organized retail theft violation shall be sentenced as a category two repetitive offender rather than a category one repetitive offender.

Category two repetitive offender sentencing ranges vary by felony class, with presumptive sentences ranging from 1 year (Class 6) to 9.25 years (Class 2).

Maintains existing requirements that aggravating or mitigating sentences require at least two aggravating or mitigating circumstances to be found by the trier of fact or admitted by the defendant.

Preserves restrictions on release eligibility, requiring persons sentenced under these provisions to serve their full sentences except as authorized by specific statutory provisions.
