Amends Arizona law to allow state agencies and law enforcement to destroy firearms, ammunition, and firearm components without restriction, removing previous limitations that only permitted destruction under specific statutes.

Requires unclaimed firearms to be sold to federally licensed businesses authorized to sell firearms to the public, unless prohibited by federal or state law, rather than destroyed.

Allows law enforcement agencies to trade retained firearms to licensed dealers for ammunition, weapons, equipment, or other materials for exclusive law enforcement use.

Clarifies that political subdivisions cannot regulate firearm destruction and that state law preemption on firearms regulation remains in effect with existing exceptions for local ordinances.
