Repeals the felony murder rule (first degree murder under section 13-1105, subsection A, paragraph 2) that allowed prosecution for murder when a death occurs during the commission of enumerated felonies without requiring intent or knowledge that the conduct would cause death.

Limits first degree murder convictions to: (1) intentional or knowing conduct causing death with premeditation, or (2) intentionally causing death of a law enforcement officer in the line of duty.

Allows persons currently serving sentences for felony murder convictions under the repealed statute to petition for postconviction relief and resentencing to the presumptive sentence for the underlying predicate felony, with credit for time already served.

Applies the amended law retroactively to all persons currently incarcerated under the old felony murder statute.

Modifies sentencing provisions in sections 13-751 and 13-752 to remove references to the repealed felony murder category in death penalty and life sentence determinations.
