Expands overdose and disease prevention programs to address substance use disorders from increasingly potent injected or inhaled drugs, particularly affecting youth.

Requires programs to distribute needles, syringes, and other injection or inhalation supply items at no cost in sufficient quantities to prevent sharing or reuse.

Mandates programs provide naloxone/opioid antagonist access or referrals, educational materials on overdose prevention and treatment referrals, and personal consultations on mental health and substance use disorder treatment.

Extends immunity from prosecution under Arizona law to program employees, volunteers, and participants for possessing needles, syringes, injection or inhalation supplies obtained from the program, or residual controlled substances in used supplies.

Requires programs to develop standards for distributing and disposing of needles and syringes based on scientific evidence with disposal amounts matching or exceeding distribution amounts.
