Repeals Arizona Revised Statutes section 13-3415, which prohibited possession or use of drug paraphernalia.

Removes drug paraphernalia offenses from the list of eligible offenses for drug court program dismissal under section 13-3422.

Removes drug paraphernalia convictions from the list of offenses qualifying inmates for enhanced earned release credits (three days per seven days served) under section 41-1604.07.

Removes drug paraphernalia convictions from eligibility criteria for the transition program established under section 31-281, allowing inmates convicted solely of drug paraphernalia possession to no longer qualify for early release into community transition services.
