Prohibits health care providers, the state, and political subdivisions from prescribing puberty-blocking drugs, synthetic antiandrogen drugs, or cross-sex hormones to minors for gender reassignment purposes without written informed consent from a parent or legal guardian.

Applies to prescribing gonadotropin releasing hormone analogues and testosterone, estrogen, or progesterone in amounts greater than naturally produced in healthy individuals of the minor's age and biological sex.

Exempts services for minors with medically verifiable disorders of sex development, treatment of infections or injuries caused by gender reassignment procedures, and procedures necessary to prevent imminent danger of death or major bodily function impairment.

Makes violation a class 1 misdemeanor and constitutes unprofessional conduct subject to discipline by health profession regulatory boards.

Allows individuals to bring civil actions for violations within two years of the cause of action accruing; minors may bring actions through a parent or guardian before age 18, or independently from age 18 until age 20; prevailing parties entitled to recover attorney fees.
