Repeals section 15-249.15, Arizona Revised Statutes relating to career technical education districts.

Modifies the in-demand education list requirement to be statewide rather than regional, with the office of economic opportunity compiling a draft statewide list and the Arizona career and technical education quality commission approving a final statewide in-demand education list.

Requires students in grade nine to be enrolled in an approved career technical education program in grade ten to qualify for funding, with funding retroactively provided once the student meets the requirements.

Restricts associate degree programs in career technical education districts to those included on the statewide in-demand education list approved pursuant to the modified process.

Requires career technical education districts offering associate degrees to submit annual reports to the governor, legislature, and joint legislative budget committee including student enrollment, degrees completed, workforce demand data, and tuition costs.
