Amends charter school expansion approval process to require only executive director of the state board for charter schools approval (instead of full sponsor approval) for amendments expanding a charter school's operations.

Requires charter schools seeking expansion approval to meet three criteria: assigned letter grade of A or B, operated for at least three years, and in good financial and operational standing.

Applies only to charter schools sponsored by the state board for charter schools; does not change approval processes for charters sponsored by universities, community college districts, or other entities.
