Amends Section 15-182 of Arizona Revised Statutes to restructure the State Board for Charter Schools membership and appointment procedures.

Specifies that two members representing low-income school districts (where at least 60% of students qualify for free lunches) shall be appointed by the President of the Senate and Speaker of the House of Representatives.

Clarifies that one member representing Indian reservations is appointed by the governor pursuant to Section 38-211.

Maintains the existing board structure including the superintendent of public instruction, five general public members, two business community members, a charter school teacher, a charter school operator, an alternative charter school operator, and three legislative advisory members.
