Amends state board of education rules to replace "assure" with "ensure" throughout braille literacy provisions and modernizes language regarding textbook formats from "computer diskettes" to "electronic versions."

Requires certified teachers of blind and visually impaired pupils to demonstrate braille competence through either a national certification in unified English braille examination or a comparable braille test from a university-level teacher preparation program.

Establishes new requirements for orientation and mobility instructors to possess and maintain either a national orientation and mobility certification or an orientation and mobility specialist certification.

Requires rehabilitation teaching instructors for blind or visually impaired pupils to demonstrate competence in independent living skills through either national certification in rehabilitation teaching for the blind or proof of vision rehabilitation therapist certification.

Adds definitions for "blind pupil," "compensatory skills," "expanded core curriculum," "orientation and mobility," and "rehabilitation teaching" to clarify scope of educational services for blind and visually impaired students.
