SB1463 Summary

• Establishes an Individualized Education Program (IEP) Advisory Council within the Division of Special Education to develop and annually review a statewide IEP template that must be used by all schools beginning July 1, 2026.

• Requires public schools to develop transition service plans for high school students with disabilities before grade nine or age 16, including formal and informal assessments, a postsecondary education transition planning form, and communication devices/services.

• Mandates schools provide written notice to parents or guardians at least one year before a student with a disability is expected to graduate, including anticipated graduation date, required credits/coursework, and transition services to be provided.

• Directs the Department of Education to develop guidelines for transition services, provide formal assessments for students with significant disabilities, and issue sample progress report forms.

• Creates a temporary study committee to examine coordinated services between public schools and state agencies (Department of Economic Security) for children with disabilities during postsecondary transitions, with preliminary report due December 31, 2024 and final report due December 31, 2025.
