Makes the literacy endorsement voluntary rather than mandatory for K-5 teachers who provide literacy instruction, effective August 1, 2025.

Removes the requirement that all K-5 teachers receiving certificates after August 1, 2025 must obtain a literacy endorsement within three years.

Removes the requirement that teachers who received certificates before August 1, 2025 must obtain a literacy endorsement by August 1, 2028.

Allows local education agencies to verify teachers' science of reading knowledge through classroom observations and student achievement data as an alternative to completing coursework and assessment requirements for the endorsement.
