Allows licensees, certificate holders, registrants, or applicants to bypass administrative appeals and seek direct judicial review if they believe an occupational license denial, suspension, or revocation was based on political reasons or political bias.

Permits courts to reinstate the occupational license and award damages and attorney fees if the court finds in favor of the licensee, certificate holder, registrant, or applicant.

Defines "occupational license" using the same meaning prescribed in Arizona Revised Statutes section 41-1093.06.
