Expands the definition of "school resource officer" to include retired peace officers in good standing and certified veterans, in addition to current peace officers and certified reserve peace officers.

Allows retired peace officers and veterans who are certified by the Arizona Peace Officer Standards and Training Board to serve as school resource officers under the school safety program.

Updates section 15-155 to reference the expanded definition of school resource officer from section 15-154 rather than limiting the role to only active peace officers and reserve officers.

Maintains existing school safety program requirements for program proposals, funding mechanisms, and oversight by the Department of Education and State Board of Education.
