Requires the Arizona Board of Regents to acquire United States flags (at least 2 feet by 3 feet, manufactured in the U.S.) and hardware for display in each university classroom, along with legible copies of the U.S. Constitution and Bill of Rights, displayed in accordance with federal flag code.

Mandates each institution under the board's jurisdiction to submit an annual report demonstrating compliance with the flag and Constitution display requirements.

Renumbers existing paragraphs in Arizona Revised Statutes Section 15-1626 to accommodate the new flag and reporting requirements as paragraphs 17 and 18.
