Amends Arizona Revised Statutes Section 13-904 to clarify that a person cannot be made ineligible to run for the office of President of the United States based on any criminal conviction or civil judgment under federal or state law.

Maintains existing provisions that felony convictions suspend civil rights including voting, holding public office, serving as a juror, and possessing firearms.

Preserves existing protections that people sentenced to imprisonment retain competence as witnesses, property rights, and legal protections against unauthorized injury.

Retains employment restrictions allowing state agencies and political subdivisions to deny employment based on convictions with reasonable relationship to job functions, with exceptions for law enforcement and probation agencies.
