Establishes a Grade Challenge Department within the Arizona Board of Regents with locations at each public university to hear student complaints about grades allegedly awarded due to political bias.

Composes the Grade Challenge Department of volunteers selected by the Arizona Board of Regents to provide hearings for students challenging grades on assignments or overall class grades.

Grants the Grade Challenge Department authority to require faculty members to regrade assignments or reevaluate overall class grades if political bias is found to have influenced the original grade.

Allows students to appeal Grade Challenge Department decisions to the Arizona Board of Regents, which may also order faculty to regrade assignments or reevaluate class grades consistent with the Board's guidance.

Defines "public university" as any university under the jurisdiction of the Arizona Board of Regents.
