Adds multiple tube aerial devices (as defined by APA 87-1 standards) to the list of permissible consumer fireworks, while excluding single-shot and reloadable aerial shell devices.

Requires annual licensing from the state fire marshal to sell multiple tube aerial devices, which may only be sold from temporary consumer fireworks retail stands as defined in NFPA 1124.

Prohibits retail sales of permissible consumer fireworks in tents, canopies, or membrane structures.

Increases civil penalties for selling fireworks in violation of the article from unspecified amounts to $5,000 and raises the minimum fine for using fireworks on preservation lands from $1,000 to $5,000.

Requires wholesalers of permissible consumer fireworks to annually register with the state fire marshal and establishes licensing authority for the state fire marshal to regulate aerial fireworks sales and storage.
