Amends Arizona Revised Statutes Section 11-588 regarding the state aid to indigent defense fund administered by the Arizona criminal justice commission.

Changes the fund's purpose language from general state aid to a "sole purpose" of providing state aid to county public defenders, legal defenders, and contract indigent defense counsel for processing criminal cases.

Replaces "allocate" with "distribute" in describing how the commission shall disburse fund monies to counties each fiscal year pursuant to section 41-2409, subsection C.

Clarifies that distributed monies must be used solely for the specified purpose in subsection A and to supplement, not supplant, county funding levels from fiscal year 1997-1998.

Maintains existing provisions regarding fund investments, lapsing exemptions, and legislative appropriation requirements for monies allocated under section 41-2421.
