Prohibits selling items purchased with Arizona Empowerment Scholarship Account (ESA) monies while the student remains enrolled in the program.

Requires department approval before completing transactions of $500 or more, with the department reviewing each submission to determine if the expense is allowable.

Restricts ESA monies to educational goods or services for which a less expensive alternative is not available.

Authorizes the state board of education to adopt rules for determining whether expenses are allowed and whether less expensive alternatives exist.

Adds these new restrictions to the existing list of allowable ESA expenses and parental agreement requirements under Arizona law.
