Changes the frequency of empowerment scholarship account distributions from quarterly transfers to monthly transfers to qualified students.

Amends sections 15-2402 and 15-2403 of Arizona Revised Statutes to clarify distribution requirements for Arizona empowerment scholarship accounts.

Maintains existing eligibility requirements, allowable expenses, and oversight provisions for the empowerment scholarship account program.
