Establishes the Arizona Community College Promise Scholarship Program administered by the Department of Administration, with oversight by a five-member commission appointed by legislative and executive leadership.

Awards eligible students up to $3,000 per year for a maximum of two years to attend Arizona community colleges, with funds usable for any cost of attendance including non-tuition expenses.

Requires scholarship recipients to maintain a minimum 2.5 high school GPA, be Arizona residents, meet FAFSA and federal Pell Grant eligibility requirements, and enroll full-time at a community college.

Creates a dedicated Arizona Community College Promise Scholarship Fund consisting of legislative appropriations and private donations, with the department authorized to spend up to 10 percent on administrative and student support services including virtual mentoring and professional advising.

Appropriates $10,000,000 from the state general fund in fiscal year 2024-2025 to establish and fund the scholarship program.
