Repeals Section 15-911, Arizona Revised Statutes, relating to school district expenditure limitations.

Exempts monies received by school districts and career technical education districts from budgetary, expenditure, or revenue control limits under the Arizona Constitution.

Removes school districts from the economic estimates commission's expenditure limitation determination process in Section 41-563.

Eliminates provisions treating transaction privilege tax revenues as local revenues for purposes of Arizona Constitution article IX, section 21 expenditure limitations.

Requires passage of a constitutional amendment by voter approval and a three-fourths vote in each legislative house for effectiveness; applies to fiscal years beginning after June 30, 2025.
