Allows private certifying organizations to voluntarily register with the Arizona Secretary of State and establish requirements for individuals to obtain private certification in lawful occupations.

Requires participating private certifying organizations to publish scope of practice, qualifications, certified individual names and addresses, consumer feedback factors, and states where registered on publicly accessible websites.

Prohibits state and political subdivisions from penalizing individuals privately certified by registered organizations for practicing lawful occupations, but prevents them from using terms like "licensed," "certified," or "registered" unless authorized.

Establishes that individuals falsely claiming private certification are guilty of fraud subject to state deceptive trade practices penalties, and organizations failing to maintain 50 actively practicing certified individuals after one year face similar penalties.

Preserves state authority over business licenses, facility licenses, building permits, public health and safety regulations, vehicle licensing, and federal occupational requirements, and does not create causes of action or require private parties to hire uncertified individuals.
