Prohibits public service corporations regulated by the Corporation Commission and public power entities from making contributions to political action committees or 501(c)(3)/(c)(4) organizations that make expenditures to influence Corporation Commission elections.

Prohibits public service corporations, their parent companies, and subsidiaries from spending ratepayer monies on memberships, dues, charitable contributions, advertising, employee compensation tied to political activities, litigation regarding regulations, penalties/fines, executive travel/entertainment, aircraft use, investor relations, or compensation exceeding the governor's salary.

Prohibits public service corporations, their parent companies, and subsidiaries from charging ratepayers for costs associated with attendance, participation, preparation for, or appeal of contested proceedings before the Corporation Commission, including attorney fees and expert witness fees.

Prohibits public service corporations and public power entities from spending ratepayer monies to lobby the legislature.

Requires persons subject to these restrictions to file reports with the legislature detailing the source of any monies used for lobbying activities.
