Prohibits distribution of deceptive deepfakes depicting candidates or political parties within 90 days before an election unless accompanied by a disclosure stating "This [image/video/audio] has been manipulated or generated by artificial intelligence."

Requires disclosure text for visual media to be easily readable and no smaller than the largest font size in the media, and for audio-only media to be read clearly at the beginning, end, and at intervals not exceeding two minutes.

Allows candidates whose appearance, action or speech is depicted in prohibited deepfakes to seek injunctive or equitable relief.

Exempts news broadcasts, interviews, and documentaries that clearly acknowledge questions about authenticity; news publications that clarify the media does not accurately represent the candidate; and satire or parody content.

Defines "deceptive and fraudulent deepfake" as synthetic media created with generative adversarial networks or similar technology that appears to depict something that did not actually occur or provides a fundamentally different understanding than the original, with intent to injure reputation or deceive voters.
