Amends Arizona Revised Statutes section 41-1251 regarding the Joint Committee on Capital Review (JCCR).

Allows the Senate minority leader to appoint a designee to serve in their place on the 14-member JCCR.

JCCR composition remains unchanged: includes appropriations committee chairpersons from both chambers, majority and minority leaders of both chambers, and four appointed members from each chamber's appropriations committee.

JCCR chairperson alternates between Senate and House appropriations committee chairs on defined schedules across legislative sessions.
