Adds Chapter 42 to Title 36 of Arizona Revised Statutes to establish pricing limits for prescription drugs.

Prohibits persons or entities from purchasing referenced drugs in Arizona at prices exceeding the maximum fair price set by the U.S. Secretary of Health and Human Services under 42 U.S. Code section 1320f-4, excluding pharmacy dispensing fees.

Prohibits seeking reimbursement for referenced drugs delivered, dispensed, or administered in Arizona at rates exceeding the maximum fair price, excluding pharmacy dispensing fees.

Violations constitute unlawful practices enforceable by the Arizona Attorney General under Title 44, Chapter 10, Article 7, with each violation treated as a separate unlawful practice.

Allows aggrieved persons to bring private civil actions for consumer fraud against violators.
