Establishes support periods based on wholesale price: 3 years for products priced $50-$99.99 and 7 years for products $100 or more, measured from the last date a product model was manufactured.

Defines "fair and reasonable terms" as equivalent to pricing offered to authorized repair providers, with no charges for documentation (except physical printing costs) and no charges for tools (except physical delivery costs).

Requires non-authorized repair dealers to provide written notice to customers disclosing they are not an authorized provider and whether they use used or non-manufacturer parts.

Establishes civil penalties of $1,000 per day for first violations, $2,000 per day for second violations, and $5,000 per day for third or subsequent violations, enforceable by the state or local jurisdictions.
