Requires board of supervisors approval via resolution before county recorder or other election officer can establish early voting locations beyond the on-site location at the recorder's office.

Allows county recorders or election officers to make changes to approved early voting locations and requires them to notify the public and board of supervisors as soon as practicable.

Permits early voting locations to operate during the three-day period immediately preceding election day if precinct registers and election materials can be revised timely for election day.

Maintains existing requirements that voters present identification before receiving ballots at early voting locations and allows voter registration updates at these locations.
