Establishes the Outdoor RX Program in the Department of Health Services to provide grants for outdoor environmental, ecological, agricultural, or natural resource-based therapy programs serving Arizona citizens.

Department may award grants to public agencies and contract with public or private entities; requires grant recipients to comply with technical standards, submit required reports, maintain accurate accounting records, and allow audits.

Creates an advisory committee with at least 7 members appointed by various state agencies and organizations to assist in developing and administering the program and to develop grant application forms.

Establishes grant eligibility criteria prioritizing programs that employ veterans for at least 50 percent of implementation, contribute to healthy lifestyles, create partnerships, serve veterans or those recovering from substance abuse or trauma, and use research-based therapy in state parks or natural venues.

Establishes the Outdoor RX Program Fund consisting of legislative appropriations and gifts, grants, and donations; requires the Department to issue an annual report by February 1 detailing grant amounts, recipients, purposes, and financial plans.
