Amends Arizona Revised Statutes Section 15-823 to allow school districts and charter schools to include nonresident foreign exchange students with J-1 visas in their student count beginning in the 2024-2025 school year.

Permits districts to obtain state funding for foreign exchange students who are recipients of J-1 visas, reversing previous restrictions that prohibited state funding for nonresident students.

Removes the prior limitation that tied the number of admitted foreign exchange students to the number of resident students participating in foreign exchange programs.

Maintains the governing board's authority to admit nonresident foreign students in exchange programs without requiring tuition payment.
