Expands the State Board of Education's authority to investigate and discipline noncertificated school employees for immoral or unprofessional conduct, with disciplinary rules substantially similar to those for certificated employees.

Authorizes the State Board to prohibit noncertificated persons from employment at school districts or charter schools for up to five years.

Requires school districts and charter schools to search the educator information system before employing any certificated or noncertificated person.

Establishes reciprocal discipline provisions allowing the State Board to revoke or suspend employment eligibility of noncertificated persons based on discipline imposed in other jurisdictions, with a right to hearing.

Defines "noncertificated person" as employees without teaching certificates who provide direct services to students without supervision, excluding transportation, food service, maintenance, and other non-supervised workers.
