Requires individuals to provide documentation of citizenship or authorized alien status when applying for a state license, with acceptable documents including Arizona driver licenses, US passports, birth certificates, tribal identification, and other federal/state licenses proving lawful presence.

Exempts foreign nationals whose license benefits do not require US presence, residents of other states with equivalent licenses seeking Arizona compliance only, and "eligible persons" (DACA recipients and qualifying noncitizens) who provide a federal tax identification number.

Allows agencies to accept federal tax identification numbers from eligible persons instead of Social Security Numbers when applying for licenses.

Eliminates the requirement to re-verify citizenship or nonexpiring work authorization upon license renewal or reinstatement, but requires re-verification if limited work authorization has expired.

Requires government-issued photo identification if the citizenship/status document does not contain a photograph.
