Requires the Arizona Department of Corrections to provide all prisoners with voice communication services and may offer additional services such as video communication, email, or messaging.

Prohibits the department from limiting prisoner access to communication services and requires maintaining the same access level that existed before this law's effective date.

Prohibits the department from receiving any commissions or revenue from voice or other communication services used by prisoners.

Prohibits charging prisoners or individuals communicating with prisoners for any communication services between each other.

Requires the department to maintain in-person visits for prisoners and prohibits using other communication services as a replacement for in-person visits.
