• Requires valid driver license to operate off-highway vehicles in Arizona; minors under twelve violators result in citations to parents or guardians.

• Modifies off-highway vehicle definition to include "dirt bike" (lightweight motorcycles designed for rough terrain) and "recreational or utility side-by-side vehicle."

• Establishes mandatory protective helmet requirements for persons under eighteen years of age operating or riding as passengers on off-highway vehicles on public or state land, with exceptions for children in approved child restraint systems on vehicles with rollover protection.

• Requires the Arizona Game and Fish Department to report on implementation results, revenues, costs, and recommendations by December 1, 2026; this education requirement section repeals May 31, 2027.
