Amends Arizona Revised Statutes section 1-602 to expand parental rights regarding minor children's medical records and health care information access.

Requires health care entities to provide parents with equivalent access to electronic portals and health care delivery platforms throughout their child's minority.

Grants parents the right to access written and electronic medical records for services not requiring parental consent, including those covered under sections 36-2271, 36-2272, 44-133, and 44-133.01.

Prohibits employees of state, political subdivisions, or other institutions from encouraging or coercing minor children to withhold information from their parents, except for law enforcement personnel.

Establishes that governmental entities have the burden of proof to demonstrate any interference with parental rights is essential to accomplish a compelling government interest and uses the least restrictive means available.
