Prohibits the Department of Child Safety from consenting to vaccinations for children in its custody if the child's parent whose parental rights have not been terminated objects to the vaccination in writing.

Prevents foster parents, group home staff, and other caregivers from consenting to vaccinations if a child's parent objects in writing to the department.

Adds a new parental right allowing parents, guardians, or custodians of children in DCS custody to make decisions about the child's vaccination.

Requires the department to consult with biological parents whose parental rights have not been terminated when making health care decisions for children in its custody.
