Appropriates $13,000,000 from the state general fund and unspecified Medicaid expenditure authority for home and community-based services to individuals with intellectual and developmental disabilities in fiscal year 2024-2025.

Appropriates $2,000,000 from the state general fund to the Arizona long-term care fund for room and board services for individuals with intellectual and developmental disabilities.

Requires the Department of Economic Security to provide reimbursement rate increases for home and community-based services (excluding nursing and therapy services) and engage community stakeholders before implementing increases.

Mandates the department report increased provider rates to the joint legislative budget committee by September 1, 2024, with implementation by October 1, 2024.

Declares the legislature's intent that these appropriations be considered ongoing funding in future years.
