Amends Arizona Revised Statutes section 41-1234 to extend the prohibition on publicly funded contract lobbyists to the Arizona Supreme Court and the Administrative Office of the Courts.

State agencies, offices, departments, boards, commissions, the Arizona Supreme Court, and the Administrative Office of the Courts are prohibited from entering into contracts or agreements for lobbying services or spending money on non-employee lobbyists.

Exempts state agencies headed by elected officials and those exempt from title 41, chapter 23 for professional lobbyist contracts from the lobbying prohibition.

Allows state employees who are directly employed to perform lobbying duties or for whom lobbying is part of their job description to continue in that capacity.
