Extends early voting provisions to blind, visually impaired, and print-disabled voters, allowing them to request early ballots using federal postcard applications.

Requires county recorders to transmit ballots and voting materials to eligible voters through their designated means of communication, including internet, fax, or mail.

Mandates that ballots for registered voters requesting by the 48th day before an election be transmitted no later than the 45th day before the election.

Allows voters to verify at no cost that their ballot has been received when ballots are transmitted electronically.

Directs the secretary of state to establish emergency procedures for early voting for blind, visually impaired, and print-disabled voters in cases of natural disasters, armed conflict, or military mobilization.
