Appropriates $5,000,000 from the state general fund in fiscal year 2024-2025 to the Arizona Health Care Cost Containment System for institutional and community-based services.

Provides services to individuals not yet determined eligible under Arizona Revised Statutes title 36, chapter 29, article 2, with eligibility limited to no more than three months per individual.

Services may be provided through program contractors, with up to 10 percent of appropriated funds usable for administrative purposes.

Does not establish an entitlement to services or obligate the administration to spend beyond the $5,000,000 appropriation.

Exempts the appropriation from lapsing provisions and exempts AHCCCS from rulemaking requirements under Arizona Revised Statutes title 41, chapter 6 for one year after the bill's effective date.
