Creates new crime of unlawfully using a telephone or computer application to knowingly assist in the smuggling of human beings under Arizona Revised Statutes section 13-2324.

Classifies violation as a class 2 felony with no eligibility for suspension of sentence, probation, pardon, or release except as authorized under section 31-233 or section 41-1604.07.

Defines "smuggling of human beings" as transporting a person or procuring transportation with intent to both conceal the person from a peace officer and assist them in fleeing from a lawfully attempting arrest or detention.

Exempts violations from the provisions of chapter 10 of Arizona Revised Statutes.
